Recently, the National “Urban Mining” Demonstration Base of GEM(Jingmen) Recycling Industrial Park successfully passed the national inspection and acceptance conducted by the National Development and Reform Commission and the Ministry of Finance.

In September 2013, the city’s mineral resources recycling industrial park of GEM (Jingmen) was approved by the national development and reform commission and the ministry of finance as the fourth batch of National “Urban Mines” Demonstration Bases. As the National “Urban Mining” Demonstration Bases driven by innovation, setting goals of green disposal and efficient utilization by disposing waste batteries, waste electric and electronic products, waste tungsten resources, scrap metal, waste plastics, rare earth scattered, automobiles, GEM has obtained the key technologies to recovery and reproduce superfine nickel, cobalt and tungsten powder to replace mainstream products, which helped to solve the resource shortage in rare metals auch as cobalt, nickel, tungsten, making it possible for “limited resources, unlimited recycling”, one of 20 typical models of circular economy in China. Besides, GEM has also got other four achievements as follows: firstly, the establishment of a total life cycle value chain including “battery recycling – raw material remanufacturing– material remanufacturing – power battery pack remanufacturing – new energy vehicle assembly” and construction of a new energy green consumption cycle model; secondly, the establishment of the first streamline, green and informationized electronic waste treatment line in China; thirdly, the solution to dispose circuit boards, which solved the environmental protection technology of non-incineration and non-cyanide treatment of scrapped circuit board; finally the construction of the world leading and China’s largest scrap vehicles processing line. It was the first line to build a leading country in the process of streamlining, mechanization, innocuity, resource management and the whole resource production line of the information scrap automobile, which would promote the development of recycling of scrapped automobiles in China. The base has built a complete and deep processing recycling industry chain, innovative business model and new value of urban mining.

The base fully implemented clean production and improved the environmental protection facilities to realize the centralized treatment of the three waste. Through the establishment of the world’s advanced platform for the integration of environmental protection and the improvement of each link of pollution control facilities, the 100% rational use of urban mining resources in the industrial park, safe disposal and non-environmental impact was realized.

In December 2016, the national development and reform commission visited the base for research guide. They gave high praise of the base as the largest one with the most technologies and innovations. It also owned the most complete industrial chains with the greatest investment and the highest efficiency and utilization. The precious products were remanufactured and made from useless waste. GEM also had the best performance in management and environment.  All of these made it successfully become a national geographical indication of circular economy.

After four years of development with a total investment of RMB 1.083 billion (fixed assets), the base has a newly added resource amount of 54,780,000 tons. In 2016, the annual output of the base is 5.1 billion yuan. With four years effort, GEM (Jingmen) recycling industrial park has accomplished the construction targets with the funds reasonably utilized. The base has a distinct demonstrative effect and has successfully passed the national terminal acceptance. So far, GEM (Jingmen) recycling industrial park has been the only base in the country that not applied national inspection and acceptance in advance but passed it successfully.

GEM (Jingmen) recycling industrial park of urban mineral resources, as a major base for the recycling and processing of scrap batteries, waste electronic products and rare metal resource, has a distinct industrial characteristic and technological advantages. This work will promote the aggregative development and chain development of regional circular economy industry and be of great significance in further extending company scale and promoting core competitiveness as well as company performances.
